Federal Proposal Lead/Writer

SUMMARY
Reads, reviews, and
dissects solicitation opportunities (RFP, RFI, MSA) in
accordance with FOX proposal center processes and
procedures. Develops, writes, and edits proposals in
response to requirements derived from formal
solicitation opportunities, works with other FOX
departments to gather information required for the
response, and supports other proposal development
activities such as production. Provides content and
presentation support for proposals, and edits proposals
for content, organization, style, and accuracy. Works
with production staff to organize and complete
production duties for the final proposal response.
ESSENTIAL DUTIES AND RESPONSIBILITIES
include the following. Other duties may be assigned.
Intermediate to
advanced experience with Word, including the creation of
headers and footers, references, inserting a Table of
Contents, 2-sided printing, and track changes
Experience with
templates and set formatting and style guidelines
Ability to use
formatting and style control in document preparations
Ability to read a
solicitation document and logically dissect the
information to create an overview form and a proposal
response shell
Assist in the
development of proposals, particularly its logical order
and structure
Obtain backup
documentation and research materials from issuing
agencies and organizations and develop solicitation
requirements matrix and update solicitation database
Assist in proposal
planning
Experience with
proposal production and shipping
Draft, modify, and
edit existing boilerplate for company qualifications,
experience and project management methodology
Maintain records
and files of work and revisions on SharePoint
Organize proposal
response material and complete writing assignments
according to set standards regarding order, clarity,
conciseness, style, and terminology

QUALIFICATIONS

EDUCATION and/or EXPERIENCE
Bachelor’s Degree (B.A.)
from four-year college or university
At least five (5) years
of prior experience in the health care industry,
preferably in Medicaid or Public Health
Minimum of two (2) years
of solicitation review, proposal organization, and
writing experience
Strong knowledge of
English grammar and punctuation required
Intermediate to Advanced
knowledge of Word required
Advanced knowledge of
computer applications preferred
Technical writing skills
preferred
LANGUAGE ABILITY
Ability to read, analyze,
and interpret general business periodicals, professional
journals, technical procedures, and/or governmental
regulations
Ability to write reports,
business correspondence, and procedure manuals and
effectively communicate with internal and external
groups and managers
MATHEMATICAL ABILITY
Ability to calculate
figures and amounts and apply basic math concepts.
REASONING ABILITY
Ability to apply common
sense understanding to carry out instructions furnished
in written, oral, or diagram form
Ability to deal with
problems involving several concrete variables in
standardized situations
Ability to define
problems, collect data, establish facts, and draw valid
conclusions
Ability to interpret an
extensive variety of technical information in various
formats and deal with several variables
COMPUTER SKILLS
Must be proficient in word
processing, spreadsheet, e-mail, database, Internet
software, and graphics.
Experience with Microsoft
Word, Excel, Visio, and PowerPoint required
Experience with SharePoint
and Microsoft Outlook preferred
